RG HATAMAN CONVENE BOARD MEETING



The present leadership of the Regional Port Management Authority of the Autonomous Region in Muslim Mindanao (RPMA-ARMM) took the initiative to appeal to the Honorable Mujiv S. Hataman, Regional Governor-ARMM, the convening of the RPMA Governing Board for the first time after 10 long years dating back to August 24, 2002 under the Regional Governor Farouk S. Hussin. With the strong support of RG HATAMAN to RPMA and to the able stewardship of the new General Manager, Prof. Hanie A. Bud, the historic Board Meeting shall be convene this August 30,2012 at the ORG Conference Hall, ORG Compound, Cotabato City.
This effort is in line with the RPMA’s commitment to ensure that reform is effected in accordance with the Mandate given to the Office as it is espoused by Regional Governor Hataman in pursuit of his vision: “ Matuwid na Pamamahala Tungo sa ARMM na Masagana’t Mapayapa”.
As only expressed by GM Hanie A. Bud, the need to convene the Board, being the Policy making body of RPMA, is essential in order to answer or tackle issues and concerns identified by the current administration ranging from the Organizational Structure of the RPMA Regional Office down to the different ports of ARMM both public and private. This is a major breakthrough in RPMA administration and operation.

The Governing Board composed of twelve members, with the Regional Governor as its Chairman and other members are the General Manager of RPMA, DOTC-ARMM secretary, DAF-ARMM Secretary, DPWH-ARMM Secretary, RBOI-ARMM, RLA, ORT-ARMM, DTI-ARMM, ARMM Business Chamber.

The Regional Ports Management Authority of the Autonomous Region in Muslim Mindanao (RPMA-ARMM) is mandated by virtue of Presidential Executive Order 435 and Regional Executive Order 02 series of 2002 to integrate with the National Port System the management, operation, financing, planning and construction of Ports under its territorial jurisdiction in order to foster the development, growth and promotion of domestic and foreign seaborne trade and commerce in the Region.

It shall manage, administer and operate all ports under its jurisdiction in the Autonomous Region in Muslim Mindanao consistent with national and global safety, security and productivity standards towards the delivery of reliable and competitive maritime services, increased port demand and utilization and attainment of sustainable financial viability.

In pursuing the mandate to align all port facilities in the Regional Autonomy as vibrant links in the nation’s overall Maritime Transport Chain and, of the world, the RPMA shall exercise corporate duties and functions stating among others to establish Management Office and staff with appropriate and qualified personnel in accordance with what may be deemed proper or necessary to achieve the objectives of the Authority.

In the advent of the new Regional leadership in the ARMM, Honorable Mujiv S. Hataman, Regional Governor and in his concurrent capacity as the Chairman of the RPMA Governing Board lucidly pronounced in all his meetings and speaking engagements that all ARMM line agencies must be responsive to its clienteles and involve all sectors in the ARMM Reform Agenda in pursuit of Accountability, Transparency and Participatory Governance.

Anchoring on the wisdom of RG Hataman to bring the office closer to the people, a dire need to have accessible and direct linkages with the stakeholders and port users in the island provinces of Basilan, Sulu and Tawi-Tawi (BASULTA) is very vital considering that the major ports under the jurisdiction of RPMA are mostly in the BASULTA areas and preferential attention is needed to cater various concerns affecting these ports.


Therefore; the RPMA Satellite and Coordinating Office is hereby established in Rm. 303-B, 3rd Flr. CTC Bldg., Mayor Jaldon St. Canelar, Zamboanga City, to address the operational competence and performance of each Port Management Offices (PMO’s) and Terminal Management Offices (TMO’s) in ARMM. In such a way, the General Manager can monitor and over-see the day-to-day operational activities of all BASULTA Ports and immediate predicaments and concerns shall be properly addressed without delay, Insha Allah.
