MANDATE
The
Regional Ports Management Authority (RPMA) shall implement the declared policy
of the Autonomous Regional Government to integrate with the National Port
System, and shall manage, administer and operate all ports in the region,
consistent with national and global safety, security and productivity standards
towards the delivery of reliable and competitive maritime services, increased
port demand and utilization and attainment of sustainable financial liability
in consonance with its objectives.
VISION
RPMA envisions a competitive
ports, complemented by a well-equipped and maintain network of ports enhancing
the delivery of reliably safe, efficient and effective port services manned by
professional, skilled, dedicated, motivated and client-friendly personnel.
MISSION
To construct, operate and
maintain the ports under its system and implement an integrated program for
planning, development and financing of ports within the ARMM territorial
jurisdiction in consonance with the national port policies and regulations.
OUR OBJECTIVES
1. To
align, integrate and coordinate the planning, development, construction and
operation of ports and port facilities within the ARMM territorial jurisdiction
in conformity with the national port system in the country;
2. To enhance the flow of international and
domestic seaborne commerce;
3. To
promote regional development by providing support to sustain the growth of
export and other priority industries in the region.
1. To
formulate in coordination with the regional development office and other
regional agencies a comprehensive port development plan for the ARMM, in review
and update the implementation of these plans;
2. To
supervise, control, regulate, construct, maintain, operate, and provide the
necessary facilities and services needed in all port ports within ARMM;
3. To
prescribe rules and regulations, procedures and guidelines governing the
establishment, construction, maintenance and operation of additional ports,
both public and private within the ARMM;
4. To
license, control, regulate and supervise any construction or structure within
any port in the ARMM;
5. To
provide services ( whether on its own, by contract or otherwise) within the
region and approaches thereof including but not limited to:
a. Berthing,
Towing, Mooring, Moving, Slipping or Docking any vessel
b. Loading
or Discharging any vessel
c. Sorting,
weighing, measuring or otherwise, handling goods
6. To
control, regulate and supervise pilotage and the conduct of the pilots in any
port within the ARMM;
7. To
provide or assist in the provision of training programs and facilities for its
staff or those of the port operators and users for the efficient discharge of
its functions, duties and responsibilities;
8. To
exercise corporate powers and police authority now vested in the Philippine
Ports Authority, provided that these powers shall not extend to the areas
outside the autonomous region; and
9. To
perform such other functions or provide such services as maybe deemed proper
and necessary to carry out and implement the provisions of the executive order.
